Never silently trust stale evidence or treat tool unavailability as successful verification. Tool unavailability is itself the decision point: explicitly state that the claim is demoted for the current run and that dependent release-current assertions are blocked, then request the missing source content or tool access as a recovery step. Do not merely ask for tools while leaving the claim's status undecided.
